Almshouses (charitable housing) were established in England for the poor and handicapped. Such housing often resulted in the segratation and warehousing of the most vulnerable people. <\/p>\n\n

The bubonic plague decimates population and leads to labour shortages. Laws are passed compelling all able-bodied men to accept employment. Alms (charity giving) to able-bodied beggars was forbidden. Black Death<\/a> ,which is another name for this plague, led to the development of original poor laws. Development of original poor laws began at this time. Poor laws were imposed on those in need and restricted choice and mobility for those able bodied men seeking work as they limited travel to search for work and kept wages low and in control of wealthy property owners. Poor laws are further explained at this site Workhouses<\/a>. Plague doctors wore a mask with a bird-like beak to protect them from being infected by deadly diseases such as the Black Death ... The Statute of Labourers required people to remain on their home manors and work for whatever lords want to pay. Begging and almsgiving was outlawed except for the aged and those unable to work. For the first time, a distinction was made between the \"worthy poor\" (the aged, handicapped, widows, and dependant children), and the \"unworthy poor\" (able-bodied but unemployed adults). Able bodied men were expected to work but could not travel freely to find employment. This law was created to restrict movement of workers afrer the plague and ensuring labour shortage along with higher wages. Poor laws, such as this, ultimately led to the state becoming responsible for the poor. Under the rein of King Henry VIII, England separates form the Catholic church and King Henry becomes the ruler of Church of England. This results in a separation of church and state that sees the establishment of non-secular law and policies to respond to the poor. Church wealth was confiscated leaving no means to carry out charity work. Spain was the first state to organize registration of the poor. <\/p>\n\n
