A Life Safety Study is a detailed fire safety analysis prepared by an architect or a professional engineer and is a proposal to the Chief Fire Official. It consists of a detailed assessment of the life safety performance requirements that clearly identifies items not meeting the requirements of the Ontario Fire Code, a detailed description of how an acceptable level of life safety can be achieved and a detailed time schedule to implement the proposed upgrades. The Chief Fire Official will review the Life Safety Study and can either approve or reject the proposal submitted to him\/her.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

9.1.4.1. - Life Safety Study<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/strong><\/p>\n\n

9.1.4.1. (1) A Life Safety Study is a proposal to the Chief Fire Official<\/span> that consists of:<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(a) a detailed assessment of the life safety performance requirements, clearly identifying items not<\/span> meeting the requirements of this Part,<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(b) a detailed description of how an acceptable level of life safety can be achieved, and<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

9.1.4.2. - Contents<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/strong><\/p>\n\n

9.1.4.2. (1) A Life Safety Study shall deal with, but is not limited to<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(a) containment, including (existing, and what is to be achieved under the requirements of retrofit)<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(i) fire separations<\/span>, <\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(ii) firewalls<\/span>,<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(iii) construction assemblies,<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(iv) occupancy<\/span> separations, and<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(v) interior finishes,<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(b) detection, including <\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(i) alarm and detection systems, and <\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(ii) voice communication systems,<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(c) suppression, including<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(i) fire department<\/span> access, <\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(ii) standpipe and hose systems,<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(iii) sprinkler or special fire suppression systems, and<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(iv) firefighters\u2019 elevators, and<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(d) egress, including<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(i) the number, type, access to<\/span>, direction to, lighting for and identification of exits<\/span>,<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(ii) fire escapes,<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(iii) occupant load<\/span>, and<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(iv) emergency lighting.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

9.1.4.3. A Life Safety Study shall bear the signature and seal of a Professional Engineer<\/span> or Architect<\/span>, or both.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

9.1.4.4. The time schedule referred to in Clause 9.1.4.1. (1)(c) may provide for a compliance date after the compliance date required by Article 9.1.3.1.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

Extension of time<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/strong><\/p>\n\n

9.1.4.5. An owner<\/span> or the owner\u2019s<\/span> agent may apply to the Chief Fire Official<\/span> for an extension of the compliance date to permit time for a Life Safety Study to be submitted.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

Extension following Order (means an order has been issued already)<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/strong><\/p>\n\n

9.1.4.6. (1) Where an owner<\/span> or the owner\u2019s<\/span> agent has received an Order<\/span> that requires compliance with this Part, the owner <\/span>or the owner\u2019s<\/span> agent may apply within five days of receipt of the Order<\/span> to the Chief Fire Official<\/span> to extend the time for compliance pending submission of a Life Safety Study.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(2) Upon receipt of the application referred to in Sentence (1), the Chief Fire Official<\/span> shall, within 10 days, review the application and either grant or refuse an extension of the time for compliance to permit submission of a Life Safety Study.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(3) The Chief Fire Official<\/span> shall notify the owner<\/span> or the owner\u2019s<\/span> agent of the Chief Fire Official\u2019s<\/span> decision in writing.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(4) Notification shall be served either personally or by mail.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(5) Where notification is by mail, it is deemed to have been served on the fifth day after the date of mailing.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(6) An owner<\/span> or the owner\u2019s<\/span> agent, within five days of being notified of a refusal to grant an extension of the time to submit a Life Safety Study, may request the reasons for the refusal in writing.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(7) The Chief Fire Official<\/span> shall comply with the request referred to in Sentence (6) within 10 days after receipt thereof.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(8) An owner<\/span> or the owner\u2019s<\/span> agent who feels aggrieved by a decision to refuse an extension of time to submit a Life Safety Study may, within 30 days of the refusal, appeal the refusal in the same manner as though it were an Order<\/span>.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

Review (Review of the Life Safety Study)<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/strong><\/p>\n\n

9.1.4.7. (1) Despite any other Order<\/span> that requires compliance with this Part, the Chief Fire Official<\/span> shall, within 30 days after receiving a Life Safety Study, review the Life Safety Study for implementation.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(2) Where a Life Safety Study is approved<\/span> for implementation, the Chief Fire Official<\/span> shall notify the owner<\/span> or the owner\u2019s<\/span> agent of the decision in writing.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

(3) Where a Life Safety Study is not approved<\/span>, the Chief Fire Official<\/span> shall advise the owner<\/span> or the owner\u2019s<\/span> agent of the decision and the reasons therefor in writing.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

Not approved could include:<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/strong><\/p>\n\n

Requesting further information<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n\t
Requesting a detail of the materials being proposed<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n\n
If a re-submission is initiated, then the timelines begin again.<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n
   (4)  Notification shall be served either personally or by mail.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n
   (5)  Where notification is by mail, it is deemed to have been served on the fifth day after the date of mailing.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n

   (7)  Despite any other provision of this Part, a Life Safety Study that has been approved <\/span>and implemented is deemed to satisfy an Order<\/span> requiring compliance with this Part and made with respect to the same premises before the Life Safety Study was accepted.<\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n\n
